((Attached to this report is the official authorization for Peony to
recruit civilians to assist with a Guard matter.))

Tonight, I led a team of authorized civilians to deal with the gnoll
raider situation. This team consisted of:
- Hunter ((OOC: alias of Michael Darakai))
- Karys Renaven
- Ueaj Alast
- Rowen

I cast a ritual using blood that had been left behind in the Inn by
two of the gnolls and was able to track them to the forest outside the
city. We were ambushed by a group of gnolls, including one who
appeared to be a shaman with control over elemental and necromantic
magic. At this point, we were joined by two other civilians who
assisted in the battle:
- Guthak, a Zul Kiran gnoll
- Jasmine

We were able to dispatch most of the gnolls in that combat, but the
shaman shifted forms to an ethereal beast and fled. We followed and
found a small encampment where the women of the tribe were caring for
several children. The shaman died, but managed to direct a champion
to attack us. The gnoll women were aggressive, and were killed in
combat. Guthak defeated the champion in a duel. During the duel, a
disguised figure appeared; he seemed to be looting the campsite.
((Description of a tall, thin man entirely wrapped in silk wielding a
very magical katar.))

Once the gnolls were defeated, we teleported back to the guardhouse
with the gnoll children. Based on a ritual I performed during the
tracking, I believe that all of the gnolls in the area have been
accounted for, but I recommend caution, as there may be a few who were
on a raiding party during our attack. I have requested a group to
revisit the site, properly take care of the dead bodies, and collect
evidence.

I ask that the gnoll children be made wards of the Crown and be placed
in a home or facility equipped to deal with them and teach them right
from wrong. They are unruly, but I believe them to be capable of
reform and proper behavior, given care and education.

The total count of gnolls, all told, was 17: seven males (including
the shaman and champion), five females, and five pups.

I recommend that a reward be given to all civilians who participated
and request it for risking their lives in the service of the Crown.

I am able to give further details on the operation as circumstances warrant.

By my hand,
Spellcaster Peony Heatherdown of the Upper Darian
