[Royal Guard] Warning Issued to one Shezari

Shortly after the Fifth Descending Bell ((5:00 PM)), while taking
dinner in uniform at the BlkDragon Inn, I entered into a conversation
with a mage by the name of Symillanth Shezari.  The former word
appears to be an assumed title.  ((A description of Shezari follows.))
 During the course of the conversation, he made it known to me that
the figure at the end of his staff was in fact the magically
imprisoned form of his father.

He claimed that his father had attempted to have him and his sister
killed, and that he was within the rights of his homeland for
imprisoning his father in response.  As the law in this case was
unclear to me, and Shezari did not seem to pose any subsequent threat,
I did not arrest him.  I did, however, inform him that his continued
incarceration of his father could be considered kidnapping, slave
ownership, and criminal use of magic.  He became defensive, again
insisting that his jurisdiction was legitimate.  I reiterated that
there was no proof of that, but that he was not under arrest, and
advised him (as a private citizen) to either release his father to the
authorities or move out of town.

At this point, he taunted me, informing me that he would be difficult
to catch and that he "enjoys a good chase," and departed, removing the
figure from his staff.

I hope that I was in the right concerning the law in this case.  If a
superior or a magistrate believes that this Shezari should be
apprehended, I am of course willing to assist in his identification.
I do recommend monitoring this individual if he is seen in the future,
as he has an unsettlingly cavalier attitude toward using magic on
others against their will, as well as a smug and self-entitled
attitude.  He does appear to be magically talented, so caution is
advised.
