[Royal Guard] Vampire Paladin of God

MEMORANDUM FOR RECORD

Unto Captain Von Stahl,
 
I would like to wish a fine Sippahest unto our fellow guardsman and their significant others. However other pressing matters are my reason for filing this report.
 
I have held off on writing this report as I had hoped to have a second encounter with the creature now identified as Savari. A few afternoons ago there was a disturbance in the Blk Dragon Inn involving one Selestia (brief description follows) and a vampire by the name of Savari (lengthy description and artist renders appended to attached page). 
 
The disturbance quickly escalated into open fighting. Neither would listen and at the time I had not the true sight to see Savari for what he was. After giving a breif chase and dispelling some kind of blood magic trap he fled out of the wall and to the ground below. By this time it was apparent what Savari was, Selestia followed through the hole and I exited out a door to meet them in the ally instead of breaking the wall any further.
 
Outside I finally managed to get both combatants to listen to reason. Savari was confused as to why he was under attack, I explained the situation to him as calmly as could be explained and performed a divination in order to be sure. He is truely a vampire and when I explained this to him he managed to escape quite suddenly into the forest reserve.
 
Upon further investigation I've discovered some disturbing facts. It appears as though he has acquired land and is constructing some kind of temple which can only be described as a Doom Fortress, whether within the city walls or on Arangothian soil I can't be sure. No vampire claiming to be a "Paladin of God" and building a fortress temple can be good for the city. I would like to advise extreme caution to any who may attempt apprehending or exterminating this Savari.
