[Royal Guard] Attack on a Child

A report came in to the guardhouse tonight (February 11th, 2008), outlining an attack on a child. This child was attacked by an unknown assailant, but survived. Somehow, she managed to make her way into the Black Dragon Inn after this attack, at which point the healers were called and she was given emergency treatment. Currently, she is checked into the healer's lodge, under the care of Healer Eve Seele. I've checked with Healer Seele, and have attached a detailed description of the child's wounds, which were severe. The report was made by a concerned patron who came to report the attack to the guardhouse--Deis and Zynn Nika. Apparently this child, Justice, was the subject of some earlier reports, which describe the probable death of her father, and the subsequent arrest of her mother. As the child is without a guardian, Zynn and Deis have offered to take the child in until a more suitable guardian can be found. Given the nature of these individuals (Mr.
Nika is a drow, and Mrs. Nika is a Lamia), I am unsure if they themselves would make proper guardians for a child, but that is a matter for a Magistrate to decide.
A more pressing matter is, apparently, the frequency with which such attacks are occurring. This is not the only time in recent memory where these largely unsupervised children have been found beaten and abused. Perhaps we should consider stepping up enforcement against child abuse? Again, this is a matter for someone higher than me, just a suggestion.
