[Royal Guard] Incident in a dark alley

Just before the Third Night Bell, I was making a short patrol in the
BlkDragon District when I heard a noise in an alley.  Assuming it was
a couple dallying, I instructed them to find lodging, but was
surprised when the taller figure shoved the other toward me and
disappeared into the night.  The young lady reported that she had been
snatched into the alley while walking by and threatened with a knife.
She implied that she believed the assailant's motive was sexual
assault.

I set up a scrying circle and was able to get a reasonable image of
the assailant: white hair, human or near-human female, dressed all in
black with silver blades and tools.  ((A more detailed description of
