[Royal Guard] Unattended Hatchling Dragon Brought to Guardhouse (and Escapes)

((The report is marred by a small ink stain, as if a baby dragon had
upended the inkwell mid-report.))

On the evening of  23.VIII.479, a man named Toliver ((description))
and a woman named Aislin ((description)) brought in a very young
dragon, approximately a week in age.  The dragon was bound and
muzzled, and had reportedly caused trouble in the kitchen of the
BlkDragon Inn.  I determined that the dragon could understand
Draconic, but could not speak.  It nodded in confirmation that it had
no parent or guardian, so I took it into custody of the state until a
proper guardian could be found, as it is far too young to care for
itself and could accidentally cause harm to itself or others without
proper supervision.

Toliver also reported that in the process of capturing the dragon, he
had been attacked by a man ((description of Mahtan, a drow)) who
seemed to believe that Toliver meant the dragon harm.  Toliver was
unharmed, but wished to make a formal report.  He asserted that the
man had thrown a knife and set some sort of dog on him in the middle
of the Inn, but that Toliver was able to stab the dog in self defense
and escape unscathed with the dragon.  Toliver's written report is
attached.

Shortly thereafter, a hooded man entered the guardhouse asking after
the dragon.  I insisted he remove his hood, and he did so reluctantly,
revealing that he matched the description of Toliver's assailant
((Mahtan)).  He informed me that he was being pursued by people who
wished him harm, and provided a clearly false name.  Given his
insistence that his life was in danger, I have placed his false name
and a description of his disguise in the locked confidential file
cabinet, indexed under the number of this report. ((The confidential
file contains a description of Izzlyn and the name "Izzlyn."))

The man verified Toliver's story, and claimed that he was concerned
for the dragon's freedom and well-being.  He expressed a wish to take
on the responsibilities of caring for the dragon.  In the process of
doing so, he disclosed that he lived in a cave, and that his pursuers
were fellow Vuulari who had been pursuing him for over eighty years.
I informed him that the chances of a man unwilling to disclose his
real name, with his circumstances, were slim, but said that I would
place his application in the proper channels.

The man was very insistent that he be permitted to take the dragon
immediately.  I informed him that the dragon would be well-cared for.
Eventually, he gave up and allowed me to file his request through
normal channels.  Before leaving with some abusive words, he insisted
on leaving behind three quaspins as payment for my time, saying that
it was not a bribe.  Accordingly, I placed the coins in the box for
the Guard Widows and Orphans Fund.

The dragon is currently in reinforced Cell #4 with food, water, and
bedding.  She should be let out periodically for play and exercise and
fed with meat.  Be careful, as she is a sentient, wild beast who does
not wish to be kept inside, but it is for her own good.

ADDENDUM: After Spellcaster Heatherdown left for the evening, I was in
charge of caring for the dragon.  The dragon made noises as if she was
sick, so I opened the cell door to check on her, at which point she
threw her water bowl at my head, ran between my legs, tripped me with
her tail, and slammed the door shut.  She escaped out the front door
and I was trapped in the cell for an hour until Clerk Hanson let me
out.

I accept full responsibility for the dragon's escape.

ADDENDUM II:

Clerk Ruxtod should not be judged too harshly, in my opinion; even a
newly-hatched dragon is as smart as a teenager.  It seems he was
simply outsmarted.

If the dragon is seen in the custody of ((Mahtan)) and he does not
remit the dragon to the guard, I recommend that he be arrested for
kidnapping.
