[Royal Guard] The Black Dragon Bestiary

I decided to submit this report pending further investigation of some goxod, if I can call him that, which I had encountered on a recent visit to the King's Inn.
I'd just finished the last few hours of Middle Watch, it was was just past the third ascending bell when I decided to visit the Black Dragon Inn for my usual coffee.
It was there I encountered a strange large winged creature, that looked like some flying rat (although further comments from other patrons revealed it to be a bat) that was sitting at opposite ends of the inn [Description of 'Batty']. The thing was large enough to have its wingspan spread the length of the barcounter, were they fully stretched out.
Upon drinking my coffee, for some inexplicable reason this creatures decided to throw a bottle of empty cider at my person, which I'd only just avoided. Given the way the bottle landed, I can only assume it was aiming for my head. Dulcina informed me this 'bat' thing had been drinking cider, Menxvan's left nut sack knows why, and had actually offered her tips. Why she would bother serving such a thing in the first place is beyond me, but I have heard the old stories about the inn being founded by a Black Dragon. Personally, I think these stories are a load of horse dung, but who am I to argue?
On top of that, there has been a bunch of black birds hanging around the inn interior. For reasons unknown to me, they are sentient, posess near human intelligence, and are able to speak common quite clearly. Despite our laws making them protected under Drache law, I can't help but wondering what state are we allowing the King's Inn to fall into? Is the King's Inn a public house, or is it a zoo? The birds are cooperative enough and don't leave a mess anywhere, but I still can only guess as to their possible intentions of squatting the place.
I had offered this bat creature a stern warning, and informed him that his actions would be reported. This creature was unable to speak however, and I did not feel I could make any arrest on the beast without sufficient backup from other guard memebers. I can only reccomend this bat creature be watched carefully by the guard. I don't think it wished to cuase trouble - I had been informed later that referring to a bat as a 'rat' is apparently a harsh and derogatory insult.
I feel it is a sad day indeed when I must stoop myself to uphold the peace by trying to not offend animals just as much as I try not to offend human citizens. But as always, I do my duty to the Crown as well as Southern Arangoth.
