[Royal Guard] Concerning Ynros Shinkibi

I contacted the Lord Chancellor and asked him to investigate the 
concerns raised by your memorandum written on 14. XI. 477 since it 
concerned the conduct of a Magistrate. Attached is a copy of his 
findings. I believe that this adequately addresses the concerns you 
raised, but if any outstanding issues remain, please bring them to my 
attention.

Unto Lucius von Stahl, Captain of the Royal Guard in Drache, greetings 
and salutations.

Captain, I have completed the investigation undertaken at your behest 
concerning the matter of one Ynros Shinkibi, a griffon currently 
incarcerated in the Guardhouse's dungeon levels. This has proven to be a 
very complex issue, and it has taken me considerable effort to untangle 
the knot and get to the heart of the matter. The results of my 
investigation and the conclusions drawn from it are thus:

1. Vorfon Shinkibi delivered was charged with assault for the excessive 
force used in apprehending an individual who was an admitted accomplice 
of the drow Zah Karin, but who was not wanted for any crime. We do not 
wish to encourage vigilantes to capture individuals  not wanted by the 
Crown in the hopes of collecting a bounty if charges are levied. The 
Honorable Wolfram ul-Gregory Jaksan conducted the trial of Vorfon 
Shinkibi on 9. XI. 477 and convicted him to assault. Vorfon Shinkibi was 
sentenced to ten lashes and a fine of 100 crowns, to be carried out the 
following day at dawn.

2. Following his sentencing, Vorfon Shinkibi attempted to bargain with 
Magistrate Jaksan, and revealed information concerning his dealings with 
Zah Karin. He claimed that he was to meet Zah Karin two days hence and 
aid him in attacking a target that would allegedly cause his bounty to 
skyrocket. Vorfon Shinkibi stated that he was being paid a sum of five 
hundred crowns to engage the target's bodyguard and keep him occupied 
while the drow did his reprehensible work. He did not know who the 
target was, or where or when the attack would take place. He sought 
citizenship for himself and his brother in return for this information, 
but Magistrate Jaksan replied that any considerations of citizenship 
were contingent on his capture of Zah Karin. Magistrate Jaksan also 
warned him to remember who his target was--that is, Zah Karin, and not 
to let the assassination plot proceed.

3. The information provided by Vorfon Shinkibi was faulty, as the attack 
on Vorfon Resque Maessen did not occur two days hence, but the following 
day on 10. XI. 477, scant hours after his release from the Guardhouse 
following his flogging. Due to the dubious nature of Vorfon Shinkibi's 
motivations for sharing information concerning the attack and the vague 
nature of the details involved, Magistrate Jaksan did not feel it 
imperative to inform the Guard immediately of the details of his 
conversation, but did pass them along the following day when he filed 
his report of the trial. However, by the time the information of a 
possible high profile assassination attempt reached the Guardhouse, the 
attack on Vorfon Maessen was already underway on the roads outside the 
city. I cannot say whether the outcome would have been any different had 
the Royal Guard received notice earlier, as the most critical part of 
Vorfon Shinkibi's information was wrong. Still, this could just as 
easily have been my carriage or that of the Sithire that was attacked, 
and I will speak to Magistrate Jaksan about sharing information with the 
Royal Guard promptly. *

4. On 12. XI. 477, Vorfon Shinkibi was apprehended by the bounty hunter 
Jinnai Halfmoor and brought to the Guardhouse for the collection of a 
bounty. Vorfon Halfmoor had in his possession a copy of the bounty list 
which was slightly out of date, and still listed Vorfon Shinkibi's 
bounty for assault. He was attempting the collect this bounty, which 
should have been stricken from the list when Shinkibi was originally 
convicted by Magistrate Jaksan several days earlier. Lt. Lay`Trayin 
ordered him held on suspicion of his involvement in the death of Resque 
Maessen. Due to the confusion over the nature of his apprehension for a 
bounty that was no longer eligible for collection, Vorfon Shinkibi was 
released without being charged or tried. * Since the error concerning 
the bounty was due to an oversight on the Chancellery's part, Vorfon 
Halfmoor may collect the amount of the bounty from the Chancellery at 
his convenience. *

5. Vorfon Shinkibi was thankfully apprehended once more soon after his 
erroneous release, at which point Lt. Arnise requested an investigation 
into these events. As it concerned the conduct of a Magistrate, I was 
brought into the matter and conducted interviews with the parties 
involved, including Vorfon Shinkibi in his cell at the Guardhouse. I 
have determined that there is sufficient cause to try Ynros Shinkibi as 
an accomplice to the murder of Resque Maessen. The Honorable Julius 
ul-Arduin Malbraxa will preside. As the accused is a native of Secca and 
therefore a subject of King Karos V of Griffon's Aerie, I will be 
meeting with the ambassador from the court of King Karos, Tespin Sofia 
Petribi, tomorrow to insure that there will be no diplomatic 
repercussions stemming from the trial and possible sentencing of a 
griffon for a crime of this magnitude. The present situation with the 
Restara merits the extra caution. *

Notes:

This situation came with a host of OOC problems to go along with the IC 
mess, and explanations are provided where I think they're needed.

1. - Ynros' trial was conducted late at night, and Wolfram's mun didn't 
write a report before going to bed for the night. By the time he came 
online the following day, the assassination scene was already underway.

2. - This is the big OOC miscommunication that Wolfram told me about 
when I originally got involved in all of this. Ynros talked to Wolfram 
in msg, and Wolfram misunderstood what was going on regarding Ynros' 
re-arrest and incarceration. Wolfram told him that there was no reason 
to hold him and that he could play his character in the IC channel again.

3. It was my screw-up for not telling JD that Ynros had already been 
tried for assault before he posted the bounty list.

4. - The Restara is an important religious figure in Griffon's Aerie. 
The current Restara is a young Griffoness named Nikea who is betrothed 
to King Karos. She is presently staying in Drache and studying at the 
Royal University against the Griffon Court's wishes, a situation which 
has been the source of ongoing diplomatic tension between Arangoth and 
Griffon's Aerie.
