[Royal Guard] Arrest report: thief

I was happening by the BlkDragon, though it is no longer my district,
I was on my way home, and I heard a scuffle.  I went in and found
Ritsa and a gentleman (describe Dramradhel) in their argument.

He claimed she was stealing, she claimed it was a lover's quarrel. 
So, when she tried to run, I cast a spell to keep her in place.  I
used a compulsion spell that I rarely, if ever, use and had her tell
the truth.

Currently, she is in a holding cell awaiting trial.
