3.  Promotion.

It always struck me that the Corporal was sort of a detective class. A rank between Corporal and Sergeant might not be amiss, but crowding it up might be more complicated than its worth.

I don't see why many folks would want a promotion beyond say, Sergeant anyway. I think its been said that some characters are made to be grunts. I'd imagine anybody Lieutenant and above would be way too busy with paperwork and desk-jockeying to even go out on patrol, and thus not as much fun to play for such muns.

I disagree with this. Admin is there because some players don't play their guards often and yet still don't want to get rid of them. 

Me being one, I'll use myself as an example. Kadmos is ok to play once in a while, but as a Lieutenant, I'm imagining (as above) that he's desk-bound. I still love to write stories about him and his adventures 'On the Job,' but I don't play him that often in the inn. I might play him in a pinch, but nobody running to the nearest guardhouse is necessarily going to come back with an Officer rather than the grunts. He's also useful to have, if no guards are around and I want or need to play him. 

Thats what the Admin is for. For guards who aren't very active. I don't think they take up space in higher ranks, because they're not often paid attention anyway. If we've got a couple of Lieutenants in the Admin list, it doesn't seem to prevent folks from getting promoted up. When I look at the roster, I'm looking at active duty. Besides which, while there is only one Captain and two Commanders, I haven't observed any limits on those below. I'd imagine there are more than a dozen or so Lieutenants in the city, less than half of which are PCs rather than NPCs.
