[Royal Guard] Davien's report (correction and addition)

Correction, following a clarification from the player: The description of 
Vaetsiil applies to him in his 'combative' appearance; apparently very 
different to his normal appearance.

There's an additional note tagged on to the report, to the effect that 
Astarael later returned to the inn in the company of a man calling himself 
'Simon', wearing what looked like Vaetsiil's clothes and carrying Vaetsiil's 
axe - a physical description of this person is included.  Given that one of 
the accusations against Vaetsiil is that he attacked someone with 
shapeshifting magic, the suspicion's still very much against 'Simon', but 
there wasn't sufficient evidence for arrest in Davien's opinion.
