[Royal Guard] Promotions, commendations, and an important note

(Forgive me for this being short, but I'm sick, and not feeling up to 
writing a full-blown letter. I wanted to get this underway so that 
things aren't hanging in limbo forever. There are still some positions 
to be filled, but I wanted to handle this first, and worry about the 
other stuff later. )

The following members of the Royal Guard have received promotions:

Magnar Torwegg, to Arms-Commander of the Wharf Garrison
Maitayna Roche, to Arms-Lieutenant
Zesstra Riknueth, to Arms-Lieutenant
Karyn Redfeather, to Arms-Sergeant
Quetzocal Son Isslith, to Arms-Sergeant

Lieutenant Rikneuth has been awarded the Warrior of the Realm 
commendation for her actions during the recent political instaiblity.

Sergeant Redfeather has been awarded the Champion of the Realm 
commendation for her bravery during the same.

(Note: We're going to need a new commander for the main guardhouse, 
since Aniki just has the position as a placeholder at the moment, and 
we're going to need either a new Captain or a new Lord Protector. I'd 
been thinking of making Lucius the new Lord Protector and letting 
somebody new have a shot at being Captain. However, the Lord Protector 
is going to have a seat on the new governor's privy council, and I don't 
want to take up two seats, since Marcion is the new Lord Chancellor. If
