Subject: [Royal Guard] Incident and Arrestation Report

The report by Odion Tsekani was specificallly signed so the captain could 
hand the report to the magistrate for use in Trial:


I walked into the inn that night, and spotted a Sand Rider, a friend of 
mine, and a native race in Bakenmut, so immediately I approached him. With 
him was a woman who claimed to be Lieutenant in the guard once and went by 
the name of Karyn Redfeather, all three of us were talking and getting to 
know eachother, when this Lightwind fellow decided to throw a bowl at Karyn, 
evaded she warned Lightwind that she did not wish to fish, with more threats 
exchnaged, Kain ignored her wish to not duel and attacked himself, gathering 
her on her knees with a sword to her neck. I took initiative and summoned my 
Lightning Whip and ordered him to stand down immediately, that's when the 
woman claimed to be called Karie appeared and distinctively said that Kain 
had summoned her.

I managed to get Kain away from Karyn, sparing her a minor wound while Kain 
himself took a shock of my whip, within that time I had summon my Cloud of 
Anti-Magic to render the woman useless for a period of time, and during that 
time is when the Magistrate Abraxas came in and called forth for guards, 
which two others immediately came forth. Engaged in battle, the woman proved 
effective in magic, but once her shield was shattered the Judge managed to 
land a knife within her side, and myself I managed to land a glaive within 
her chest.

Kain resisted arrest afterwards to try and touch the woman for a reason or 
another, but was apprehended either way, and both were cuffed with our 
Null-Magic shackles, dragged to the guardhouse and placed in seperate 
Null-Magic cells, I also hope that Psi-Dampners were placed on the woman, 
for she tried on several occasions, by invading my mind with her telepathy 
and without my will, to try and let me get Kain to touch her.  Karie has 
been identified on the charges of Assault on Crown Officials,  this 
including three guards and a magistrate, and Assault on two patrons of the 
inn, this would be my Sand Rider friend and Lightwind, furthermore, she can 
be charted up for Mind Rape, and suspicion that she is related to demons and 
the such. As for Lightwind, Assault on Patrons, this would be Karyn, and 
Resisting Arrest. If it's possible, I'd put him up for stupidity as well.

In the future, can we get a posting of rulings on the cases of people who
are arrested so we know what the deal is? Furthermore, incidents and arrests
ought to be at least basically detailed. I'll give an example.

"Ender: Guilty of <whatever>; Exiled."

Then, for a condensed report format (unless you want to write a longer one)

"Confronted in Blkdragon Inn by Armsman Thorn, Recruits Brewer and Rikuneth.
Teleported to unknown destination immediately."

That way, we can keep basic track of what goes down.

Upon entering the Inn for a brief respite from my patrol this afternoon, I 
overheard one Lay Trayin addressing someone of an unfamiliar appearance as 
Ender. Knowing of his capabilities to teleport at a moments notice, I took a 
chance of gandering that shape changing ws not beyond him. When I encouraged 
him to leave, agreeing with Trayin's sentiments, he pretended to not know of 
what I was speaking. I informed him that I would summon a mage to confirm my 
suspicions of his identity if he did not leave, and so he used another 
teleportation spell and vanished. To her credit, Trayan had informed him 
that she would not lie for him, fearing the safety of her pregnancy.

A second report would be attached with the one from the Armswoman, given the 
same subject, this one was from Odion, obvious due to the neat and stylish 
handwritting.:

It is true that Ender, ye whom is suppose to be exiled after three counts, 
now returns to the Blk Dragon thinking he has the safety of wandering about 
with magical disguise or simply by hiding within the darkness. It came to 
his mistake when he fell out of the rafters and I spotted him, immediately 
he ran once I addressed him and told him to stop, and he managed to escape 
through a woman's room. <Insert brief description of Rose WhiteFire and a 
drawing a recruit did of her> It seems the woman uses wards on her room to 
prevent all people whom she does not know to not be allowed to enter, I was 
forced to break down the wards, and take a key to enter her room, when I 
did, Ender escaped by the window. I woke up her and she had no clue that 
Ender was still wandering about so I ordered her from now on to lock her 
room so he may never use it as an escape route ever again, if this woman 
fails to do so next time, I shall arrest her myself if need be.

Conserding Tespin Lay`Trayin, she was attacked not too long ago by a man 
supposively posing as a jester, Tespin Trayin has given me a description of 
the man and I managed to sketch what I saw possible of it. <Insert 
description of Maynard and the not too precise drawing of him.>

Subject: [Royal Guard] An incident and arrest report

At the conclusion of my patrol today, I stepped into the Inn seeking dinner 
and rest. Shortly after my entering, I witness a large orc fling two 
innocent bystanders into a troll. I verbally demanded that said orc stop his 
actions, and took aim with my crossbow. Another guard was present, and she 
attempted to take the orc down. The troll attacked the orc, and I believe 
Arciana Wolfskill, the other guard, turned her attention to the detainment 
of the troll. After a brief struggle, she shackled the troll, who I must 
emphasize, calmed down immediately and remained patiently shackled, though 
injured on his hands from the orc's attack on him. The orc ignored my 
requests to leave, and a physical altercation ensued in which I fired 
paralyzing neurotoxin crossbow bolts at him, physically wrestled with him, 
attempted to knock him out with the shackles, all the while he was resisting 
and sending his own attacks at me, resulting in most likely a few broken 
ribs. Shortly, second orc came on the scene, claiming he had a Magistrate 
signed warrant for the other orc's arrest. Myself and the other guard 
informed him that the warrant was invalid, as nothing had been posted about 
the guardhouse pertaining to such. The second orc became violent, assaulting 
Arciana when she attempted to detain him. Meanwhile, I was still trying to 
subdue and detain the first orc. When other guards, including Ilthanas, 
arrived on the scene, the two orcs then crashed through the Inn, breaking 
windows, etc, outside. There, my partner made his presence known, though the 
first orc, known as Gok, continued to struggle, eventually disappearing in 
what looked like a shower of fairy dust. After this, the second, known as 
Grundagon, calmed considerably, eventually surrenduring. He was escorted, 
along with the shackled troll, to the guardhouse, and the trials are 
beginning as I conclude this report.

course Ilthanas. A description and brief sketch of Gok is also included*

I must inform all of the Royal Guard that I must be taking a leave for 
Bakenmut due to religious reasons, as well as a celebration which I cannot 
miss, since I am the occassion for which this celebration is to be. I am to 
officially become a priest, though not the same type as you may be use to, a 
title which is gven to one whom has official communication with a god and 
may spread his word about. For reasons we had though Haankhef would be the 
one to whom I have word to, but it seems that Hetepnebi, my god of Light, is 
the one.

Due to this celebration and religious matters, I shall be absent from duty 
for four days, though I shall return as soon as possible and resume duty 
right away.

No, really. I do.

Now, on with the parts that are actually important... you know, like this 
report. Well, I had been having a relatively good day... a few days ago -- 
Sorry, I'm not sure when -- when noticed no other than Ender in the rafters. 
Though I'm perfectly aware NOW that I was probably out of line, I opened 
fire instantly.

How surprised I was when he teleported out of the way; and I really hope 
whoever is reading this can tell that that was sarcasm. I opened fire again, 
firing three bolts, and he... gasp... teleported out of the way again.

After advancing on him with a broadsword, because he'd teleported down to 
the ground, he teleported away, so I'd the sense to sit down at a table and 
aim at the rafters, waiting for him to reappear.

He did, and the moment I saw him he opened fire. I'm perfectly aware of the 
pointlessness of it, as he seems to be able to teleport out of the way of 
anything, but I tried. He teleported out of the way again, and onto the 
ground.

My memory is a bit hazy here, but I remember a certain Mara advancing on him 
after he said that the image of him on the ground was a puppet. She'd a gem 
made to get rid of magics, and the puppet... disappeared. The 'real' Ender 
then moved to the ground, and he came towards me after I put my weapons 
away, apparently willing to be arrested (though this I doubt).

How extrodinarily convenient for him, then, that a certain Rose Whitefire 
came out and ordered him upstairs, and he followed. He's apparently faster 
than me, as he made it to the stairs before I could, and Rose managed to 
stall me, feigning lack of knowledge as to why she was to be arrested as 
well.

I recall hearing something, possibly from her, about her being bound to 
Ender; thus, if one dies, so does the other. I can only assume that if they 
are bound, this Rose character has the same teleportation powers that Ender 
does, and a fight would be pointless. I walked out, intending to write a 
report, but had... other things to deal with, and I apologize for the 
lateness of this report.

However, the idea has come into my head that Ender always teleports up into 
the rafters, so I believe it would be a good idea to put something up there 
to deter him. Anti-teleport runes, perhaps, though I do not know the 
feasibility of such a plan; if not those, then perhaps brambles, or spikes, 
and I seek permission to do such a thing.

As Raur entered the tavern, he came to the scene where IICraneII was being 
apprehended by Odion`Tsekani.  Meteorites were flying at her, and she 
appeared to be glued to the floor by a 3X3 piece of flypaper, the result of 
a spell by Odion.  She launched a psychic attack at Odion, emitting a 
high-powered electrical pulse that ripped through him, then her, rendering 
her practically unconcious.  Raur moved in, lifting IICraneII out of her 
glued-down shoes, locking down the shackles, and bringing her to the 
healers, then to the guardhouse.  She is wanted for Mind Rape, Evading 
Arrest, and various other crimes.  She is still awaiting punishment, but 
Resque (MunInFull, JD) said that if he/she is available, he/she will play 
out the trial.

This would be attached to the minotaur's description of what he saw, though 
it came later once Odion had recovered at the healer's

[Crane, wanted for Obstruction of Justice, Resisting Arrest, Aiding the 
Undead and Making drugs for a drug lord.]
While at my stay in the inn, the ever so popular Crane had stepped within, I 
gave word to my Sand Rider friend to block the stairs which would give him a 
close range to the bar as well, while I took care of the front door. I gave 
word to Crane for her to stop. She did, but did nothing else. So I began to 
approach her slowly, and in the meantime, I prepared a spell. Once I got 
close to her, she drew weapons but immediately placed them down once I told 
her too, that's when she pulled her blindfold down, the distinc sign that 
she would use psionics, so I unleashed my spell to trap her in place and 
disable her from running.

I was correct when she used a form of electrokinesis, which gave me light 
jolts every moment or so as I assumed she was gathering energy. The jolts 
were harmless, but distraction enough for me to be unable to call forth more 
spells, it's then I realized she was doing herself more damage than she was 
to me, already bleeding out of the nose and getting jolted herself. So I had 
to break her concentration with three firebolt spells, charged up in my 
staff, and I used all three on her. Successful, it threw her back but she 
immediately regained concentration afterwards, as her gathered electrical 
energy surged through me, and through her. After that, all is blurry, but I 
recall a large guard carting her away, while I myself was taken to the 
healer's by my Sand Rider friend.

Also to add to the case, an informant of mine, has told me that Crane has 
been making a new 'drug' agent, that she herself fears to be highly 
addictive and deadly, she is making the said product for a woman I do not 
know her name, but looks as the following. <A detailed description of Katia, 
and a rough sketch drawn of her.> My informant has also told me that Katia 
deals amphetamines and various other drug sources, including blood, which 
may be sold to the undead like the Vampires.

A third note on the matter, but not attached to any of the others;  Makaiki 
was hardly the sort to read her boss' mail.  It was instead accompanied by a 
pair of boots/shoes belonging to Crane, that she was relieved of when the 
minotaurian guard removed her from Odion's fly-paper-trap.

As usual, the short note was't penned in her handwriting, since she still 
couldn't write in common:

"Sir,

I will assume the others will fill in the details of the arrest of  the 
criminal this early evening better than I, and not bother wasting ink.  I 
arrived on the scene just in time to see the new recruit of grand stature 
cuffing the criminal.  She was clearly wounded, so I ordered the recruit to 
take her immediately to the healer, as I also recommended to the friend of 
the spell-recruit.  My involvement goes little beyond that, and acquiring 
the criminals boots.  It would not do to have the guard known as thieves.

Bulletins from the Royal Chancellery:

On 7/10 Karie Sandars was tried and found guilty of four counts of assault
on a crown official. She was sentenced to a flogging of indefinite length
and received a geas which will prevent her from using her magical abilities
save in self-defense, healing, or meditation. Should she use her magical
abilities to attack, she will suffer the damage resulting from that attack.
The Honorable Abraxas ul-Bralk Caros was presiding

On 7/11 Kain Lightwind was tried and found guilty of one count of assault
and one count of obstruction of justice. He was sentenced to a flogging of
twenty lashes and received a geas which will prevent him from attacking with
a weapon save in self-defense; should he draw his weapon for any other
reason save self-defense, he will suffer the damage resulting from that
attack. The Honorable Abraxas ul-Bralk Caros was presiding

On 7/12 IICraneII was tried and found guilty of one count of obstruction of
justice and one count of aiding and abetting a fugitive. She was sentenced
to death and the executioner ordered to put her head in a jar of pickling
brine and set that jar on the bar at the Blackdragon Inn, where it is to
remain for a period of time no less than three days. The Honorable Abraxas
ul-Bralk Caros was presiding.

The report was started by Odion Tsekani and Leon De`Graunce:

At my arrival within the inn, a girl with claws was attacking Lay Trayin and 
severel seemed to be trying help, though it was quickly found out after a 
few spells that this was no ordinary creature of the inn, but infact a 
dragon as she transformed into such and continued her attack. My spells were 
ineffective against such a beast, thus I had to go the guard house and 
request back up.. Only one guard went to replace me.

Leon's Part

After being called for back up with dealing against a dragon, I quickly ran 
to the inn and charged the dragon immediately after firing a bolt at her, 
which was knocked away with her tail. My axe came in handy as she tried to 
retreat, thus I planted it within her and rode her body out, but I believe I 
must have gotten a vein or an arthery as her blood was gushing out, silver 
blood that burned like magma. Of course, before all of, a strange metal clad 
man tried to stop me by jamming a metal disc into my back and the such, and 
as the girl was weakened and forced to return to her human form, he stoped 
me from advancing and taking her in, or simply finishing her off. The 'man' 
was clad in clothes and armor and I cannot exactly describe him but, <insert 
The`Red`Kiss' human and dragon form description and a small sketch added to 
help.>

It seems Armsman Nero's wife called Ami is a trouble maker all because of 
Nero himself. The large rumor pool circulating about Lay Trayin has been 
passed on to Ami by her husband himself, Ami once a friend of Lay got 
enraged because Lay was trying to explain to her the truth instead of the 
lies, of course this rage led to Ami attacking Lay, but she refused to fight 
back, thus a few helpful friends of her's joined in to pull Ami off, that's 
when she used a poisonous dart on one of them but luckily it was avoided. 
Assault and Attempted murder has been done by a Guard's wife, all because of 
the rumors he passed onto her. Something must be done. <Ami_Mi's description 
and sketch is added to the report>

A few common question and answers about the magistrates for new players:

Q: Do the magistrates have a uniform?

A: Yes, they do. Magistrates are strongly encouraged to wear black robes and
chancellery gorgets (a steel chain with a sort-of banana-shaped steel
medallion emblazoned with the chancellery seal). Those who don't wish to
wear the robes can substitute black clothing, but the gorgets are
non-negotiable; they must be visible at all times a magistrate is on duty.

Q: Are magistrates armed?

A: Invariably. In Drache, the adage goes, justice carries a sword. As
magistrates deal with the worse elements of society on a daily basis, they
are often attacked. The magistrates must be able to defend themselves and,
if necessary, assist the guard.

Q: Can magistrates arrest?

A: If there are no guards present to make an arrest or are unlikely to be
summoned before a suspect escapes, a magistrate is empowered to make an
arrest. In the absence of a guard at the scene of a crime, a magistrate may
detain and interrogate witnesses and begin an investigation. Such
circumstances are rare.

Q: Who hires the magistrates?

A: Magistrates are appointed by the Lord Chancellor and work out of the
Royal Chancellery, a building in the Blackdragon District, where they have
offices, a law library, and archives. However, most magistrates choose to be
self-sufficient and work on their feet, off the back of their horse, or a
barstool in the local inn.

Q: How does a magistrate try someone?

A: It's easier than it sounds. A magistrate questions the accused about the
alleged crime, the guard who made the arrest, and any other witnesses s/he
deem appropriate; however, it's enough to simply question the accused. Each
magistrate is equipped with a ring whose stone will change colors in the
presence of untruth (truth being the log of the event). If the accused is
guilty, they are punished. If they are innocent, then they're released. Laws

Also, in choosing your punishments, be creative. What's on the website is

so, citizenship being a thorny issue at the chancellery for the Lord
Chancellor's pronounced dislike of Drow, the undead, and other "exotic"

The letter would be delivered to the Magistrate's desk, penned in the compulsively neat cursive handwriting that was Armsman Spyre's.

"When I entered the Black Dragon this evening to begin my patrol, I immediately stumbled upon a fight.  I didn't have much time to assess the situation, but it appeared that a woman with two daggers was assaulting a pregnant woman known as Lay Trayin.  I attempted to force the attacker back, and she in turn lunged at me with the dagger.  After a struggle, I managed to shackle her arms.  By this time, Magistrates Abraxas ul-Bralk Caros and Ketara Lyon had arrived, as well as Armsman Leon De Graunce, and they blocked off the exit and moved in to help as I tried to arrest the woman.  Unfortunately, I fastened the shackles in front of her, not behind, and she came at my throat with her dagger.  I stabbed her in the chest in an attempt to get her off of me, but the jab took her life instead.  It was not my intention to kill the woman, whose identity I didn't have a chance to learn.  ((A description of Dark`Angyl` is included))  Armsman De Graunce took the body to the church, and I
  went immediately to the healers, who advised me to stay off-duty for the remainder of the evening.  I do not know the condition of the victim, Lay Trayin, but her wounds appeared serious.

Arrestation report by Arsman Leon De`Graunce:

During my stay at the inn, a woman came up to me, who's description matched 
one of the wanted folks,<insert Rose Whitefire's description>, and said a 
child was in need of help. She informed me that this winged kid was formerly 
a slave to a man or thing good with psionics. The lass seemed to be turning 
blue or something of another, so I placed the psi-dampners on her to cut off 
whatever link there may be, and did that job. As for the woman, I returned 
my attention to her and told her to surrender now or start running, she 
asked why she was wanted, and it was all given. She agreed, and in turn I 
shackled her, summon Magistrate Jald Fohan, and took her to the guardhouse.

She was wanted for conspiracy, protecting Ender while other guards were 
trying to either take him down or arresting him during his current exile, 
and Spellcaster Tsekani has informed us that she placed runes within her 
room for some reason or another, which seems to count as destruction of 
property. Also, it was noted that her, Ender and some other man seemed to be 
part of a military faction, which Ender took direct orders from Rose herself 
to get away, instead of complying to an arrest that was suppose to be made 
upon him.

Just inside the door to the guardhouse, a note is posted, written in 
graceful script. It reads thusly:

To whome it may concern,

Pardon my brief intrusion to the guardhouse, but when I arrived I saw no one 
about to speak to, and I did not wish to trespass. I am a former Royal 
Guard, and I felt that it was my duty to make this information available to 
you for consideration. As I was enjoying a light lunch in the Inn, I 
overheard a conversation between two men. The first (insert description of 
Kurai here) mentioned that the other had fed from him, in vampiric fashion. 
The other was present (include very precise decription of Rendar Darkfire 
here), and stated that the guard would never be able to prove he was a 
vampire, and he flashed his teeth, revealing that at the time he had no 
fangs. It was broad daylight, and I can only assume that this was some sort 
of illusion or other ability that allowed him to be in the daylight. If I 
have overstepped my bounds as a loyal citizen of Drache, then I do 
apologize, but I wished to make this known.

Included is a sketch of Rendar, quite detailed, as it was done within 
minutes of my having last seen him.

A neatly-penned note was tacked up to the bulletin board (or whatever serves 
as one) at the Guardhouse late last night, during the first watch after 
midnight.  That note read, in very legible common,


"DATE:
Sundas, Sun's Height 20 in the year 473, estimated time being just before 
the first hour of the morning.

INCIDENT:
An undead creature of some kind, apparently crafted out of the coprse of a 
dead horse branded with the letters "T.V." (Later revealed to belong to 
someone named Tempus, last name unknown) attacked the Black Dragon Inn.  The 
creature was destroyed, but the source apparently not located.  Please 
investigate.  Witnesses will comply.

CAMILLA RUGAS (Healer, Magic Practitioner)

This is hand written, in the familiar handwriting of Armsman Tierant Darkblight, but he isn't back on duty.  Rather than being in the filed reports, it is posted for all to see:

Last night a man, a vampire, approched me, while I was sitting with one Lay Trayin.  <Insert description of Rendar_DarkFire>  Soon after, a creature of sorts entered.  This creature was later identified as Void.  Void and the vampire had words, then Void left, flying into the heavens.  But it left a drop of blood on the floor, a present, it said.  Then the vampire vanished, off to feed, it said.

Soon the vampire was back, and we had words.  It kept Refering to some diety, Corana.  As it attempted to leave, the blood became a pool, and then a sphere.  The Vampire rushed away as the sphere opened into a biomechanical creature.  And the creature then attacked myself and Lay.

Fighting insued, not that we wished it.  An unknown man also assisted.  <Insert description of CreatureOfTheNight>  A strange sword was stuck in the bartop, but it wouldn't budge to my pulling at it.  As the creature had been frozen by magic, the vampire returned, to assist.  It cast something, but I don't know what.  After more fighting and spells and some transformation on the creature's part: The boy known as Ender appeared.  The creature was then lured into some form of pit or portal, which I almost followed into.  But once that was over, Lay attacked Ender.  But then the pit reopens.  Creature not gone...

At this point Lay vanished, destination unknown.  But she is safe.  At this point I had to flee.  I know not what happened later...

I am not ready for duty, as this battle shows.  My appologies to the guard; I hope I did not disgrace them.  Furthermore, I did not know Ender was wanted, or exiled, until I arrived here this morning.

As if I need to say that only Captain Von Stahl would read this and only he would know about its contents, unless another has been told.  Assume that the guard are abreast of part of the situation, though this is not been made officially public.  And yeah, that was the disclaimer.


Unto Captain Von Stahl,

No doubt you are fully aware of the recent killings of the children in this city, however during my investigation, I have discovered similarities within these killings which have prompted this request to you.  All of the children are of the same age, 6 years old, and they are all in the same schooling class.  It is my request that this class be ordered cancelled until this situation is resolved and moreover, that a state of permanent curfew for young children by instituted.  I realize that this request may sound odd, but two of these children have been taken in the middle of the day, with many people around.  This is not the case of a wandering child being abducted.

As I stated, this is only a request.  I leave the full decision on this matter to you, Captain, though this would be my formal advisement on the situation.

It seemed the famed Drug Dealer known as Katia should be added to the wanted 
list once more, though this time on the charges of conspiracy and assault.  
She somehow heard about Lay contacting me on her drug buisness and attacked 
her, first with a weapon, Lay denied to fight back, so the dealer then tried 
to lure her outside by using Elemental magics and shadow manipulation, as 
Katia realized Lay wasn't going to go outside, she called forth saying she 
was going to hire some people to assassinate Lay.
